Announcement No. 87, 2007, on Procedures of Renewing the Expired “Certificate of Registration for Oversea Suppliers of Waste Materials Imports "

 

To strengthen inspection and quarantine supervision and management of waste materials imports, the State Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ) has taken management measures since 2004 that oversea suppliers of waste materials imports in mainland should register.  According to AQSIQ Announcement No. 115 in 2003, Announcement No. 48 in 2004, and Announcement No. 103 in 2005, it is hereby the Announcement on issues on renewal for “Certificate of Registration for Oversea Suppliers of Waste Materials Imports " (hereinafter referred to as “registration certificate ") as follows:

A.    Since July 1, 2007, the AQSIQ has started accepting the applications from oversea suppliers of waste materials imports for renewal of certificate of registration.

 Registered oversea suppliers should submit the application to AQSIQ for the renewal of "Registration Certificate" 3-6 months prior to  the expiry of effective date. Should the suppliers have not submitted renewal applications in time, the "Registration Certificate" will automatically become invalid after the effective date.

B.    Overseas supplier enterprises who apply for renewal of registration shall submit the following written materials:

 (1) The Printed and filled “application form for registration for overseas suppliers of wasted materials imports", according to AQSIQ Announcement No. 103 in 2005;

 (2) Commercial registration documents and/or tax registration documents or their copies;

 (3) A fixed office and a processing establishments plans, photos of the actual landscape (more than 3 photos)， and/or video files and other related information;

 (4) The former "Registration Certificate" copies;

 (5) Basic information of waste materials imported to Chinese mainland during last 3 years (including the year applying for renewal of registration certificate), containing types, quantity, weight, pre-shipment inspection pass rate, pass rate of arrival inspection and quarantine, the main export port of loading, arrival port of waste materials imported, the year and the relevant types of registered waste materials and the reason why waste materials didn’t export to Chinese mainland etc. in the last 3 years. In keeping with the types of registered waste materials, overseas supplier enterprise shall submit the annual “Pre-shipment Inspection Certificate of Waste Materials to China”and / or copies of” Inspection and Quarantine Bill of Imported Waste Materials" (at least 1 copy of each year and type).

C.    Overseas supplier enterprises, who apply for renewal of registration register as well as the modification of address, shall simultaneously check “Review of Renewal for Certificate” and “Registration Modification” in the column of “Application Mode” of "Applications for Enterprise Registration for Oversea Suppliers of Waste Materials Imports”

D.    Overseas supplier enterprises would be temporarily refused to renew the registration certificate when the situation as stipulated in Article 13 happens in accordance with "Registration Needed for Overseas Suppliers of Waste Material Imports" (AQSIQ Announcement No. 48, in 2004).
